Interesting thing Adobe Premiere will take a Gif on its time line and export an image sequence, so you can then run an action on the frames in Photoshop… if you wanted to… it would be probably easier to push it around in After Effects, but its interesting to know what’s possible… hence the blurred bunny Gif…
